Job Description:
Key Responsibilities:
- Cost Estimation and Budgeting:
- Prepare detailed cost estimates for both horizontal and vertical construction projects, including material costs, labor, and equipment.
- Develop initial project budgets and assist in cost planning to ensure that projects remain within financial constraints.
- Monitor and review project costs throughout the construction process, identifying any potential cost overruns and suggesting corrective actions.
- Bill of Quantities (BOQ):
- Prepare the Bill of Quantities (BOQ), detailing all materials, labor, and other resources required for a project.
- Ensure that all quantities are accurately measured and documented, based on construction drawings, specifications, and other project documentation.
- Update and adjust BOQs based on any changes in project scope or design modifications.
- Tendering and Contract Management:
- Assist in preparing tender documents, ensuring that they reflect the correct scope of work and quantity calculations.
- Review and evaluate tenders from contractors and subcontractors, ensuring that submitted bids are in line with the budget and project requirements.
- Participate in contract negotiations and manage contracts with subcontractors and suppliers, ensuring that terms and conditions are adhered to throughout the project lifecycle.
- Cost Control and Monitoring:
- Monitor ongoing project costs against the budget, ensuring that the project is progressing without exceeding allocated funds.
- Track project expenditures, including labor, materials, and equipment, and suggest cost-effective alternatives where possible.
- Prepare cost reports and update the client and project manager on financial progress, including any variations to the original budget.
- Risk and Change Management:
- Evaluate and quantify any changes in scope or design alterations and assess their impact on project costs and timelines.
- Prepare cost variations and assist with negotiating change orders with contractors and clients.
- Proactively identify and address potential financial risks to prevent project delays or cost overruns.
- Value Engineering:
- Conduct value engineering exercises to suggest more cost-effective methods or materials that can achieve the same project objectives without compromising quality.
- Evaluate alternative designs or construction methods to optimize costs without affecting the overall quality or functionality of the project.
- Project Documentation:
- Maintain accurate records of all project-related costs, including invoices, receipts, and purchase orders.
- Keep track of contracts, variations, and claims for any future reference or dispute resolution.
- Prepare final cost reports upon project completion and compare them with initial estimates to evaluate performance.
- Collaboration and Communication:
- Work closely with the Project Manager, contractors, engineers, and architects to ensure accurate cost estimation and management.
- Coordinate with internal teams, clients, and stakeholders to provide regular updates on financial progress.
- Provide advice on cost-related issues and help resolve disputes related to pricing or billing.
- Site Visits and Measurements:
- Conduct regular site visits to measure quantities, check work completed, and verify that the construction complies with project specifications and standards.
- Monitor the physical progress of construction and compare it with the work completed to ensure accurate invoicing and billing.
Qualifications:
Educational Requirements:
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related field.
- Master’s Degree in Project Management, Construction Management, or a similar field can be a plus, but not mandatory.
Professional License:
- PRC License: While it is not always mandatory, being a PRC-licensed Quantity Surveyor or Civil Engineer is often preferred.
Experience:
- 1-3 years of experience in Quantity Surveying, with exposure to both horizontal and vertical construction projects.
- Experience in cost estimation, BOQ preparation, and cost management on large-scale infrastructure and building projects.
- Hands-on experience with various stages of construction, from design to project completion.
- Experience in handling projects of varying complexity, including residential buildings, roads, bridges, utilities, and commercial properties.
Technical Skills:
- Cost Estimation Software: Proficiency in cost estimation tools such as Candy, CostX, WinQS, or MS Excel for BOQ preparation and cost tracking.
- Construction Knowledge: A strong understanding of construction materials, techniques, and processes, as well as how they impact costs.
- Contract Management: Familiarity with construction contracts (e.g., FIDIC, PPA, Philippine Contractors Accreditation Board standards) and their implications on cost management.
- Tendering and Bidding Process: Knowledge of the tendering process, contract negotiations, and the ability to analyze and compare tender submissions.
Soft Skills:
- Attention to Detail: Ability to accurately measure and calculate quantities and costs.
- Communication Skills: Strong verbal and written communication skills for preparing reports, interacting with stakeholders, and managing contractor relations.
- Problem-Solving: Ability to assess and address issues related to cost, scope, or design during the construction process.
- Organizational Skills: Strong organizational abilities to manage multiple projects simultaneously and ensure deadlines are met.
- Negotiation Skills: Ability to negotiate with subcontractors, suppliers, and clients for favorable financial outcomes.
Additional Requirements:
- Knowledge of Local Regulations: Familiarity with the National Building Code of the Philippines, Occupational Safety and Health Standards (OSHS), and other relevant building and construction laws.
- Health and Safety Compliance: Understanding of safety and environmental regulations on construction sites.
